TTO - General Department of Customs has issued a quick dispatch to the business community, rice exporters and provincial Customs Departments to announce the time to receive export registration declarations of over 38,600 tons of rice.

Accordingly, starting from 0h on 26-4, the customs office received customs declarations to export 38,642.56 tons of rice under quota of April.

Enterprises register their customs declarations on the electronic customs system VNACCS / VCIS.

The total amount of rice registered for export within the quota will not exceed the above 38,642.56 tons.

Explaining about 38,624.56 tons of rice that businesses can open export declarations from 0h tomorrow, the General Department of Customs said this is the total amount of glutinous rice that traders have registered declarations since April 12.

Under the direction of Deputy Prime Minister Trinh Dinh Dung, sticky rice is not under export quotas and is exported normally.

Therefore, the total amount of sticky rice will be added back to the quota of April.

The electronic customs system will deduct according to the amount of rice registered on the declaration. If the amount of rice registered on the declaration exceeds the allowed quota, the system will not accept.

Regarding sticky rice exports, in early April, the National Assembly delegation in An Giang province made a written proposal for ordinary sticky rice exports. Because glutinous rice is mainly produced for export purposes, there is very little domestic consumption.

Particularly in An Giang, the output of glutinous rice harvested each year is 747,500 tons on a planted area of ​​115,000 ha.

Not only the locality, but also in a written comment to the Ministry of Industry and Trade to finalize the draft report to the Prime Minister on this month's rice export management mechanism, on April 2 the Ministry of Finance also proposed continuing to export. Glutinous rice, parboiled rice, ordinary organic rice.

However, on April 10, the Minister of Industry and Trade issued Decision 1106 announcing the rice export quota in April. In this decision, the rice export quota was only 400,000 tons of HS code rice 10.06.

Therefore, all rice export declarations are included in the quotas. Then, on April 15, the Ministry of Industry and Trade also issued a written correction when proposing the Prime Minister to allow the return of sticky rice exports.

Too many inadequacies related to the rice export management mechanism arose on April 12 when the General Department of Customs received a rice export registration form from traders.

That is a lot of pressing businesses could not register the declaration because the customs office opened the reception system in the middle of the night, not informing the business. Of the 39 enterprises that successfully registered their declarations, one opened 102 export declarations with 96,234 tons of rice.

In addition, tens of thousands of tons of rice are waiting for export at seaports and border gates for the whole month, with contracts but not registered for export ...

Many businesses have questioned signs of policy profiteering in operating, registering export of 400,000 tons of rice quota this month.

To clarify the clutter surrounding the export of 400,000 tons of rice quota this month, the Prime Minister assigned the Government Inspectorate to conduct extraordinary inspections of compliance with regulations on rice export. The purpose of inspection is to clarify whether or not there are signs of profiteering and negative.

In order to promptly remove difficulties for rice exporting enterprises, earlier this week Deputy Prime Minister Trinh Dinh Dung worked with the Ministry of Industry and Trade and the Ministry of Finance.

Concluding the meeting, the Deputy Prime Minister instructed the export of sticky rice, sticky rice, and normal sticky rice for export as needed. Sticky items that have registered their declarations into this month's quota are excluded.
