For shipments of rice currently in port not yet exported, the Ministry of Finance requests the Government to allow the export of shipments of rice that have been brought into the port before March 24, 2020 but have not registered the customs declaration yet. However, Deputy Prime Minister Trinh Dinh Dung also said that the process of managing rice exports has had many problems that need to be overcome. This is the main reason that public opinion, the press and the business community reflect harshly. According to the Deputy Prime Minister, the main responsibility lies with the Ministry of Industry and Trade, Finance and related agencies.

The Ministry of Industry and Trade shall coordinate with the Ministry of Finance to administer rice export quotas to ensure publicity, transparency and harmony of interests of the State, enterprises and people; ensure implementation of international commitments.
The Ministry of Agriculture and Rural Development continues to promote agricultural production, ensuring to fully meet domestic food demand and partly for export. Assess and forecast food production and domestic demand in the context of the Covid-19 epidemic.
Also in the afternoon, Prime Minister Nguyen Xuan Phuc requested the Government Inspectorate to conduct a sudden inspection of the observance of the law provisions on the State management of rice export in recent years. During the inspection process, the rice export is normal.
