The Philippines, the world’s largest rice importer, has officially announced plans to extend its rice import ban until the end of 2025, with one critical exception: a one-month import window in January 2026. According to Agriculture Secretary Francisco P. Tiu Laurel, Jr., the government intends to allow around 300,000 metric tons of rice imports during this window to ensure stable domestic stocks ahead of the dry-season harvest.
The move comes after a 60-day import suspension that began on September 1, 2025, aimed at protecting Filipino farmers during harvest and stabilizing local prices. Initially set to expire in early November, the suspension will now stretch through the entire year of 2025. Laurel explained that imported stocks are projected to run out by the end of November, leaving the country reliant on local stocks in December, a “risky situation” in terms of food security.
By the end of September, the Philippines had already imported 3.5 million metric tons (MMT) of rice, exceeding its annual target by 800,000 tons. Officials said the ideal monthly import volume should average 300,000 tons, or 3.6 MMT per year, to maintain balance in the market.
