Rice exporting enterprises are still warm

Businesses believe that only allowing registration to open customs declarations to 400,000 tons and then stop will lead to the situation "seats"

On April 14, a number of businesses (businesses) continued to submit petitions to the Government Office, the Ministry of Industry and Trade, and the General Department of Customs around the 400,000 tons of newly-opened export rice quotas that have been expired.

Proposal to cancel the entire declaration

Mr. Nguyen Van Don, Director of Viet Hung Co., Ltd. (Tien Giang province), said that in the day, the petition was prioritized to support the opening of enterprises' outstanding rice export declaration form with the amount of over 3,600 tons. In addition, he also proposed reallocating the quota according to the contribution of businesses to the rice export volume in 2019. According to him, when the rice export was abruptly stopped from March 24, businesses suffered great losses. , including warehousing costs more than 3,000 tons of rice on barges at the port, concerned about the quality of rice is reduced at the bottom. Businesses also worry about not having money to pay the bank because they cannot export and discredit to customers.

Trung An High-Tech Agriculture Joint Stock Company (Can Tho) also has a second complaint related to the above issue and petitioned to cancel the entire declaration from 0 o'clock on 12 April until now. At the same time, propose many solutions to allocate rice export quotas in a transparent manner, avoiding causing damage to businesses. Firstly, the customs office allows enterprises to declare unfinished shipments and clear all the goods already in the port (the quantity does not exceed 250,000 tons). Next, the customs office newly registered to export free rice to 2 million tons, whichever registration form will be exported first and customs clearance of 400,000 tons will stop. Declaration which enterprises do not export after 15 days must wait for the next batch. According to this enterprise, only allowing registration of up to 400,000 tons and then stopping will lead to the "tiny space" situation, though not fully exported, it will still be registered for the next batch.

Mr. Nguyen Minh Toai, Director of the Department of Industry and Trade of Can Tho City, said that if the Customs case is not solved satisfactorily, the opening of the software system to receive the declaration form for the quota of 400,000 tons of exported rice will cause a big problem for enterprises. , more than when there was an order to suspend rice exports.

According to Toai, Can Tho had 4 enterprises registered to export 33,000 tons of rice but it was suspended. When registering within the quota of 400,000 tons, enterprises having goods at the ports cannot register, while the registered enterprises are transported to the port, creating a congestion situation, even conflicts between enterprises. From 23-3 until now, businesses have to pay storage fees ... so they are looking forward to the day for export again. "Now, the Ministry of Industry and Trade, the Ministry of Finance and the General Department of Customs need to set up a delegation to release the goods at the port. Rather than having to register at night, any enterprises will register, this is not transparent. cannot convince all businesses. It is necessary to remove this knot, rationally solve the problem "- Mr. Toai pressing.

Mr. Toai also proposed that any enterprises that still have backlog at ports and barges from 23 to 30-3 are considered as priority 1, enterprises that have signed delivery contracts from 1 to 10-4 are priority 2. And solve for the volume of these businesses first. When the two cases are resolved, then consider the remaining cases. "Businesses who go first are first, then later have to export later, need to have priority order. But now the goods at the congested port, businesses bring goods to the next do not know where to store" - Mr. Toai added.

Customs confirmed there is no negative (!)

Before some comments that there are signs of profiteering, not transparency in opening a customs declaration, on April 14, Mr. Nguyen Van Can, General Director of the General Department of Customs, continued to affirm the opening of the customs declaration. fully automated on electronic systems and has been applied for many years. Mr. Can said that the system is open continuously, regardless of the time of 0 o'clock or any time frame of the day and without the negative intervention of customs officials or the mechanism of "asking - giving", troublesome harassment. in opening the declaration. "The system opens automatically, eliminates the quota on the system, when businesses have registered a sufficient amount according to the quota, the following registered businesses will be turned out, there is no favor" - Mr. Can stressed.

Regarding the enterprises' reflection on the fact that when the customs offices open the declaration forms, priority must be given to the rice lots of enterprises which have been in progress and are stuck with export orders, Mr. Nguyen Van Can explained under the Law. Customs, declarations are only valid within 15 days. Therefore, some enterprises have been suspended at the request of the Government, when the declaration expires, they must reopen the new declaration. However, the General Director of the General Department of Customs also proposed that the Government and the Ministry of Industry and Trade consider and allow the deployment of bidding quotas or restrict the maximum number of registration of each enterprise on the declaration to avoid incidents. not worth it like last time

Meanwhile, talking to the press on the same day, Mr. Mai Xuan Thanh, Deputy Director of the General Department of Customs, said that the customs had never announced the opening time to receive export declaration of any goods. The automatic operating system should receive information every time. But before the opinion of enterprises on the need to notify the time of opening the export declaration of rice products, Mr. Mai Xuan Thanh said the customs office will absorb this recommendation.

According to Assoc. Prof. Dr. Duong Van Chin, former Deputy Director of the Mekong Delta Rice Institute, Vietnam should allow normal rice export like Thailand instead of the quota export plan to avoid negative. The opening of the rice export registration office at midnight and only a few hours have passed the quota, causing many enterprises to file "lawsuits" as proof.

According to the list of businesses that have successfully registered within the quota of 400,000 tons of rice for export in April, three enterprises have won bids to supply national reserve rice but later refused to sign contracts as the Regional Food Corporation. Bac (Vinafood 1), Phat Tai Company Limited, My Tuong Joint Stock Company.

Meanwhile, some "lucky" enterprises have registered to open the rice export declaration for this period, said that on the afternoon of April 14, the customs authorities have inspected the consignments for clearance. These are shipments that existed before March 24, new registered shipments that have not been resolved, but also require verification.

Just bought 7,700 tons of rice reserve

Talking to the Lao Dong newspaper on April 14, Mr. Do Viet Duc, Director General of the General Department of State Reserve (Ministry of Finance), said that the national rice reserve in 2020 approved by the Government was 190,000 tons. but until now, it has bought 7,700 tons, because many businesses have won the bidding but have refused to sign a contract or do not come to sign the contract as prescribed. A number of businesses won the bid to supply reserve rice but then refused to sign contracts such as Minh Khai Trading Joint Stock Company (5 packages), Lien Bao Thanh Joint Stock Company (1 pack), Thuy Duong Company Limited (1 package), Ha Tinh Food Joint Stock Company (1 pack).

The reason that these enterprises explained is that at the time of bidding, they saw the price was stable, but then the market changed, the price increased, they could not meet the source of rice to supply according to the winning packages. However, in order to know the exact cause, Mr. Do Viet Duc said that it is necessary to understand and consider many aspects. And the cancellation of bids will be settled in accordance with the Bidding Law, in which the entire bid security of bidding packages will not be refunded.

According to Mr. Duc, the General Department of State Reserve is submitting to the Ministry of Finance to organize a bidding, ensuring the plan to buy rice reserves for 2020 as approved by the Government. From practical experience, Mr. Duc acknowledged that the business refuses to sign the contract after winning the bid is very rare in the past 5 years.

Meanwhile, Assoc. Prof. Dr. Duong Van Chin suggested that the state should invest in modern silos (storage tanks) to store rice for 3 years, the quality is still good instead of having to buy rice every year to store the current warehouse.
