On the web portal of the General Department of Reserves on May 18, the Central Highlands Regional Reserve announced the results of the national reserve rice tender that just opened the second phase of bidding on May 12.
Specifically, Thanh Phat Co., Ltd. provides 2,800 tons for 12,177,900 VND / ton, providing rice to reserve at the State Reserve Department of Dak Lak.
My Tuong Company won the contract to supply 1,000 tons of rice to the national reserve at Lam Dong State Reserve Department, the winning unit price was 12,075,000 VND / ton.
Ha Tinh Food Joint Stock Company also won a bid to supply 900 tons of rice to the national reserve in 2020 at Lam Dong State Reserve Department, the winning price was 10,889,235 VND / ton.
Notably, all three Phat Tai Co., Ltd., My Tuong Company and Ha Tinh Food Joint Stock Company were the ones that "ruffled" the contract to supply rice for the state reserve last March bidding. .
Especially, compared with the March rice price that the Central Highlands Regional Reserve opened, the winning bid for this rice was higher than 2.2 million dong / ton, because the price of 2 months ago was only 9,870,000 dong. /ton.
Thus, with the purchase and import of 6,500 tons of rice, the State has to spend an additional VND 14 billion for the Southern Central Highlands Reserve Department.
In order to supply the imported rice before June 30, the Southern Central Reserve Department asked the winning enterprises to sign the contracts at the latest on May 20.
Meanwhile, a series of regional reserves Thanh Hoa, Ha Nam Ninh ... announced to invite contractors to bid back the price of bidding packages to provide national reserve rice this year.
For example, the Ha Nam Ninh Reserve Department re-bid 6 bidding packages to supply 6,400 tons of national reserve rice in 2020, at a price of 11,057,000 VND / ton, while the winning rice price is approved by contractors at the Last March's bidding was lower than VND 1.3 million, only VND 9,712,500 / ton.
Earlier, in March, 22 regional reserves held bidding for 190,000 tons of national rice reserves this year. Notably, 173,000 tons of rice had been won by 26/28 enterprises but "ruffled" the contract to supply rice to the State due to fluctuating rice prices.
There are 4 enterprises, including Phat Tai Co., Ltd, My Tuong Company, Northern Food Corporation ... had "ruffled" the contract to sell rice to the State and register for rice export in April.
In addition, in the results of the rice procurement bidding test that the Ministry of Finance Inspectorate has just announced, in the warehouse of 7 rice reserves of a number of businesses that have won rice in March, but refuse to sign a contract to sell rice to the State.
Therefore, the Ministry of Finance has transferred the dossier to the Ministry of Public Security's investigation agency to clarify whether or not the State Reserve Department colluded with enterprises to make prices with the State or not.
It is estimated that with the bidding of 182,300 tons of rice on May 12, compared with the previous winning bid price of 2 months, each ton of State rice must give an additional 1.3 - 2.2 million dong. On average, 1.7 million dong / ton would cost the State about 300 billion dong.
Regarding one of the solutions to prevent this situation, Mr. Le Van Thoi - Deputy Director of the General Department of State Reserve - said that the agency proposed to amend the Bidding Law in a direction that would prohibit contractors from participating. Bid next time if the winning bid and then "ruffled" contracts to provide rice for reserve.
