According to Pham Thai Binh, this unit has "been on duty on the computer" to open a declaration for unfinished shipments from March 24, 2020 (the company allows staff to make customs declarations until 21 o'clock. April 11), but the electronic customs software system did not open.

He also said that the unit did not find any relevant disclosure or dispatch on the "opening of the customs declaration and customs clearance software system" for the rice of Customs. “We went to the VNACCS electronic customs software system (Customs declaration software of the General Department of Customs - PV) to get the information of the declaration, we only received the notice:“ Failure to perform, conclusion Unusual urges were detected at the center, ”he said.

However, according to Mr. Binh's presentation, until Sunday morning (April 12), this unit continued to go to the system to open the declaration form, the system announced as "sufficient criteria".

In his application to the Prime Minister, Mr. Binh said that the employment of Customs is not transparent.

Mr. Binh of Trung An quoted Mr. Dinh Ngoc Thang, Director of Ho Chi Minh City Customs Department as saying: “Due to the Ministry of Industry and Trade's decision to announce the rice export quota, issued on the evening of April 10, it fell on the weekend. (Friday), so far the HCMC Customs Department has not received the documents guiding the implementation of customs clearance for rice exports, ... as early as April 13 (Monday) Ministry of Finance and The General Department of Customs has only issued documents to provincial / municipal Customs Departments. When having specific information, the City Customs Department will create the most favorable conditions for businesses to export rice ”.

Mr. Binh said that before March 24, 2020, Trung An Company had to suspend registration and clearance for export rice shipments that were on the way to the port. "Currently, there are several thousands of tons of rice that are located in ports awaiting clearance (list, number of containers received by the enterprises to make rice, shipping lines, ports, Ministry of Industry and Trade are very clear)", He said and said that if the Customs allowed to open the declaration, the first thing to do is for the rice lots of enterprises which have been unfinished to export, then let the new declaration.
