Having violated the contract, of course, it was impossible to complete the rice reserve plan assigned by the Government, the General Department of State Reserve of the Ministry of Finance then had to organize a second bidding to buy enough rice. national reserve as planned. It is worth mentioning that at this second bidding, the businesses that "ruffled" contracts to supply national reserve rice at the first time also participated and won the bid.
