Ministry of Industry and Trade

Regarding the responsibility of individuals in proposing rice management policies, Deputy Minister Do Thang Hai affirmed "the commitment to comply with the decisions and conclusions of the Government Inspectorate".

This issue was raised at the regular Government press conference this afternoon (June 2). Deputy Minister Do Thang Hai said: In the first quarter of 2020, the Covid-19 epidemic had a very fast and very complicated development, which can be said very seriously to Vietnam and other countries in the world.

Global rice market situation has generated many changes, multidimensional impacts, Vietnam's rice export activities as well as the situation of domestic supply and demand prices and the administration of rice.

Mr. Hai said that the Ministry of Industry and Trade performs in its functions and duties, but also regularly evaluates the importance and reports, requests the direction of the competent authorities, to avoid affecting the balance. supply and demand, not only for export but also for domestic demand to ensure food security in Vietnam in the context of disease outbreaks

.
According to the General Department of Naval Statistics, in the first 2 months of 2020, Vietnam's rice export has reached nearly 1 million tons, 930 thousand tons exactly, an increase of 31.7% compared to the same period in 2019, and If calculating the pace as exported in the first 2 months of 2020 and the first half of March 2020, the first quarter will export about 1.7 million tons, up 21% over the same period in 2019.

In the first half of 2020, it is possible to export 3.7 million tons, much larger than the goods that can be exported (we spend only 3 million only if such export situation will reach 3.7 million tons, while countries, besides real demand for food and food, have also been interested in increasing strategic reserves, causing world rice prices to increase continuously despite India and Vietnam being the two leading countries. Since the beginning of rice export season, the domestic rice price is constantly rising, it is also difficult to determine the evolution of the Covid-19 disease as well as the psychology of the people concerned about the shortage of rice in the domestic market. , especially the purchase of national rice stocks at that time was unfavorable.

“Therefore, the Government has decided to suspend rice export until the end of May to extend the rice export schedule to ensure the objectives and principles of rice export management, contributing to stabilizing domestic rice prices. . However, after working with relevant agencies, directly working with associations, businesses and reviewing the nationwide situation in the context of Vietnam's upcoming crop, the Ministry of Industry and Trade had text reports, recommendations to the Prime Minister on the plan, operating rice exports in May "- Mr. Hai said.

On April 29, 2020, the Government and the Prime Minister made a decision on the solution to manage rice in the coming time from May 1, 2020 for the export of rice again and there is no normal quota as before.

Regarding the responsibilities of individuals (if any) in proposing rice management policies, Deputy Minister Do Thang Hai informed that the Prime Minister also directed the establishment of the Inspection Team of the Government Inspectorate. . Thus, on April 29, 2020, the Government Inspectorate announced this inspection team.

“According to the regulations, the inspection team will work in 35 days, so until June 18, 2020, the inspection team will finish the inspection according to the regulations, the conclusions of the inspection team will be announced publicly. We are committed to complying with the decisions and conclusions of the Government Inspectorate ”- Mr. Hai said.

At the press conference, Minister and Chairman of the Government Office Mai Tien Dung added that during the Government meeting today, the Prime Minister said our determination to achieve the export figure of 2020 is 7 million tons of rice. , so it must be about 400,000 - 500,000 tons higher than the same period in 2019. In the context of the Covid-19 pandemic, the issue of food security and concern for the lives of people is put on top.

On March 23, the Ministry of Industry and Trade proposed to stop exporting rice, then on April 10, rice export was re-controlled but on April 20, it was then that the Prime Minister decided to export rice. There is no quota anymore because after investigating, surveying and working with localities, re-evaluating the strategy of the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade reports and listens to the The rice export business found that the rice export during the Prime Minister's decision was quite right, the Ministry of Industry and Trade proposed that because it also takes into account food security when we make the gap. society,…

“By June 30 in Official Letter 1312, the Prime Minister assigned the Inspectorate to do this. If it is not for personal or personal interests, the investigating authority will report to the Prime Minister, ”said Minister and Chairman of the Government Office Mai Tien Dung.
